Matter being pure is a vague question. If you meant to ask what is pure then I would say that purity is based on what you are judging it by. For example, if we refer to elements then it could be said that they are the purest form of matter. We could also say that a compound is pure because it does not contain traces of other particles within it. An example of this would be water that has no other impurities in it and we would call it pure.
