Verbs are action words. For example, the word running is a verb because it is an action. Likewise the word singing is also verb because it is also an action.

The word rain is most widely used as a noun. But depending on how the word is used, it could also be a verb. It would depend on how it is used. If the sentence was, "Here comes the rain," then it is a noun. If, however the sentence was, "I'm going to rain on you," then in that context it is a verb.
